How do I change the size of an image that I link to in a thread?

I.E. in my latest weather update I put some burn ban and lake level pics that are rediculously large...and I was wondering if there is a way to smallerize them

You don't smallerize your images...you either post a link, or you upload them in the personal gallery of the Photobook for your user, and put a link to that page.
