MS Photo Editor that comes with MS Office does the trick just fine. And that's what I used to edit his avatar.

A good place to upload photos or Avatars is http://www.photobucket.com
It's great! If you have to edit an image try adobe but I know a lot people don't have that so the next best thing would be paint i suppose. Even though it would look a big grainy resized and all.
